Possibly Albert Simonet/Dieupart. Published in Mobilier et Decoration between 1924-1931, the firm Simonet Freres was pre-eminant in the the lighting field. This design is illustrated on page 242 of Alastair Duncans' publication, Art Deco Complete: The Definitive Guide to the Decorative Arts of the 1920's and 30's.
